Russian authorities announced 35 people were "missing" as a result of explosion at a military arsenal in the Ulyanovsk province. Authorities claim that 40 people were in some workshop when explosion occurred.

  It is not clear from reports about what workshop in question. Meanwhile it is well known that the explosion occurred in the so-called military town, where ammunition depots are concentrated.

  The authorities reported that more than 3,000 people from among the civilian population have been evacuated in Ulyanovsk from areas adjacent to the military arsenal, where strong fire broke out.

  The authorities recognized more than 1770 "inhabitants of a military camp" are among them, who served the military depots.

  Interestingly that in the first minutes the governor of Ulyanovsk Region Morozov has hastened to declare that the version of sabotage is "extremely improbable".

  Meanwhile, the same Morozov said that a man who was allegedly "thrown out of workshop as a result of the blast", gave fist statement on what happened. The victim said that in the workshop first there was a lap, then a powerful explosion.

While worrisome, it represents a reversal of the Soviet/Russian "no first strike" policy adopted in the 1980s, but it should be noted that this new policy will not will be effectively identical to that of the US, which has repudiated calls for it to take a "no first strike" policies since the 1980s.

It's nothing to tear one's hair out about, unless you are Georgian President Saakashvili, where it might be seen as a shot across the bow towards NATO involvement in the region....But then again, he doesn't tear out his hair, he chews on his tie.
