An opinion that Russia is "a victim of terror" is fundamentally wrong. Russia creates terror everywhere by its very existence. It is Russia that is the world's birthplace of modern political terrorism.
This was testified by the Washington-based World Security Institute and reported by its Director of Russian and Asian Programs Nikolai Zlobin, who commented on the bombings in the Moscow subway.
"A lot of emotions, on the one hand, on the other - it is too early to write a cool and compehensible report. But I would still like to speak about several aspects of what happened", Zlobin notes.
The expert says: "What is happening is usually called a civil war. Explosions in the Moscow subway are normal for Russia. A specific dramatic character of them are only due to the fact that they took place in Moscow, and not in the North Caucasus. There, explosions have long become everyday news", Nikolai Zlobin says and continues:

While worrisome, it represents a reversal of the Soviet/Russian "no first strike" policy adopted in the 1980s,
but it should be noted that this new policy will not will be
effectively identical to that of the US, which has repudiated calls for
it to take a "no first strike" policies since the 1980s. |
